I use ct rt 1.25.13(modded) I have set to wow later than 1.25.8 boss kills and I have typed /rt oldformat 0. I have assigned an event value in my dkp site for the boss kill and have also manually put the value in the event section. What is happening is the boss kill and its dkp is showing up as an adjustment and I want it to show as a raid. What can I do?

If you plugin is fairly recent then that is controlled by the server representation options. You probably want to set "Event representation" to "Raids".
