I figured most of this out with trial and error but one thing that I still have not been able to fix is getting the first interval set.
ie, we start our raid at 19:30 and I type in *begin notifying the parser that the raid has started. We go through til 23:00 and then I type *end
When I pase the log I will get my reward intervals every 30 minutes plus an additional one at the end covering any roll over with the exception of the time from 19:30 - 20:00.
Any suggestions to get that first reward interval in there?

I see you have it listed as fixed?
I download the update patcher and dont see the fix in it yet as it still isnt reading the first interval.
How do I get the fix, so I can start using this for my guild's raids?

It's fixed in the source repository as of revision 1026. It's not released yet though, but if you can use subversion then you can check out the trunk, replace the client code with branches/client/1.4.0 and then run the ant script located in the distribution directory to make your own distribution ahead of the release.
The release of 1.4.0e depends on whether there's a possibility of finding more bugs (such as resolving a strange problem reported in another thread).

1.4.0e is now officially released and you can now patch the program if you did not compile your own distribution.
